Research / Design / Perform (RDP) Consultants is an environmental consulting firm founded in 2026.  RDP brings together deep scientific expertise, technical precision, and hands-on project leadership to deliver effective, efficient, and sustainable solutions to our clients' most complex challenges.  From historical information review to soil, soil vapor, and groundwater assessment and remediation, we provide advisory, compliance, and field services to a diverse range of private and public sector clients.

We build site conceptual models that guide practical, cost-conscious assessment, remediation, and asset retirement strategies. Louis Cappel, P.G., C.Hg.

Co-Founder and Principal Geologist

With over 25 years in environmental consulting, Louis specializes in assessing and remediating soil, soil gas, and groundwater across a broad range of contaminants, regulatory environments, and geologic conditions. Having worked with clients spanning small businesses to Fortune 500 companies, he takes particular pride in bringing sites to closure through assessment and remediation strategies that are cost-effective, defensible, and developed collaboratively with stakeholders.

Alex Hartig, P.E. 

Co-Founder and Principal Engineer

Alex grew up on California’s Central Coast and studied Environmental Engineering at Cal Poly. For the past 20 years, he has focused on environmental assessment and remediation, leading multi-site programs from regulatory strategy and field execution through closure. His experience spans oilfield properties, well plugging and abandonment, and complex industrial sites. Alex works closely with CalGEM, regional water boards, county environmental health agencies, and other stakeholders to develop strategies that are practical, defensible, and focused on achieving efficient site closure.

Paul Roller

Senior Technical Advisor

As the former Director and Nuclear Plant Manager at PG&E, Paul led the decommissioning and site restoration for the Humboldt Bay Power Plant, one of California's most significant power plant programs, directing a portfolio exceeding $900 million and a workforce of approximately 500 personnel. An NRC-licensed Senior Reactor Operator and Mechanical Engineer, Paul advises RDP on project strategy and regulatory navigation, bringing decades of executive engineering and operations leadership and utility-grade rigor to the firm's environmental site investigation, remediation, and closure work.
